Simulation

Use single-issue simulation for an exact issue and proposed target work type. Use bounded JQL simulation to review a larger population against Active or exact Candidate truth.

Large runs store page progress and can continue asynchronously. Saved progress remains authoritative if live updates disconnect. Results distinguish checked, allowed, blocked, and waived outcomes and can prepare bounded CSV evidence. Simulation is evidence; it never publishes or mutates a policy.
